The 4th criterion is made for Mahjong Soul or Tenhou because of their 4th punishable rule. In the Mahjong Fight Girls, I guess eliminating the 4th criterion or adding some adjustment based on its rule works well more.

I think 3p is safer than 8s: 3 single wait: This is unlikely because he would have a side wait with 4, but the opponent discarded 4 afterward, so this case won't apply. 3 shanpon wait: This is also unlikely because he would have a 334 shape with 4, and since he discarded 4, this case won't apply. 24 closed wait: This may happen. 45 side wait: This may happen. 12 edge wait: This is unlikely because I would choose to discard 1 instead of 4 in a 124 shape to keep flexibility when drawing a 5. Basically, when you can declare Riichi, you should Riichi even if 1-han! Riichi is a very powerful action! Believe in Riichi! In many cases, Riichi increases the expected value. When multiple conditions below are met, considering the option of not Riichi also comes into play. ・bad wait(ex. Kanchan, Penchan) ・1-han ・12-18 turns ・high risk of falling to 4th place by Riichi

One funny thing is to reach tenpai by calling riichi tile and win on their next discard. As a little bonus, calling prevents ippatsu.
