Breaker Blue Actually, what happened wasn't that they're just pumping things out without a care, it's that the workload became too large. The following is just my guess; back then, anime required actual paintings. They would be painted onto cels, and this took some time. Once digital methods of making animation became popular in Japan, the process ended up taking less time. This ended up leading to WAY too much manga getting adapted to animation. This wouldn't be as big of a problem if Japan followed our animation work schedule, where multiple episodes are tended to over the course of 5-12 months and got released after a full season was made (and in the end this would lead to WAY less filler) but instead, what happens, if I recall correctly, is that pre-production on an episode will start, then animation will start then a quarter-of-the-way through that ANOTHER episode will go into production, then before the 1st can be finished another will go into production, then that 1st episode gets release while 2 more episodes enter production until the end of the season. The result is a vicious cycle of poorly scheduled work, and workers end up not getting paid enough and the amount of animators ends up not being enough so instead of outsourcing/partially outsourcing to Korea like we do usually (they do outsource to them though, as for particular shows, Naruto comes to mind), they'll bring in less experienced animators, hobbyists, and even people off the street to animate but for ridiculously minuscule pay. And they have to KEEP doing episodes, and in some cases the animators will leave small, almost invisible messages saying things along the lines of "I'm not paid enough!" or "Please help, my family's starving!!" in places. So what's happening isn't that animators don't care anymore, it's that they can't afford to care. They have to live out a painful animation hell every single day of their lives where they're tools rather than people who actually have people other than themselves to feed.
