Personally Blue is my favorite Rival. He’s the only one who made it to the Elite Four and and actual won to become Champion. All the other Rivals stop after being beat by you outside the Elite Four. So they only ever get past Victory Road at the farthest.
I like blue because he feels more like a rival than any other rivals in the series, and he genuinely push the player to be better, because we know how smug he is when he won, even when he loses he still wouldn't admit that you're the better trainer
Yes Blue is the strongest rival. Let's put somethings in consideration No.1 He is the only rival to become champion (excluding N) No.2 He turned from a bad guy to a mature and powerful character in the gen 2 games. No.3 He became the virdian city gym leader and had a team stronger and type divers than Lance the current champion (in gen 2 or its remakes) And Lastly He has that arogant aura around him that makes us want to beat him up that made him so iconic. And you can say so to Mystic just think defeating him in the league final is so satisfying. (It was for me in Fire red.)

Blue? Overrated? Nah, he's a BLUEprint (teehee) for a GOOD rival. What do I mean by good? I mean he's not in your face every step of your journey either stalking you or menacingly waiting for you to approach him. Brendan/May weren't bad, but they were a tad forgettable. The real rival for gen 3 was Wally. Barry's annoying at first, but dies down a bit. Gen 5 might be where things go south. The idea of two rivals doesn't sound bad until you realize how often they're going to halt your progress. Whether you find them easy or not is irrelevant. They're there, holding you up, in multiple places. If you somehow haven't figured it out, I was mocking Hop at the start. Compare him to Marnie, who is much less annoying and doesn't bother you half as much. If fact, she's not a bother at all compared to Hop who won't stfu and quit stalking you. I sincerely hope the rival for S/V does not show up as much.

If I have to give an opinion, I would have to say that Blue is indeed one of the more iconic Pokemon characters, and rivals, in the entire franchise. His history and skill, throughout incarnations, speaks for himself, I feel.
Blue and Iris are your only rivals that become champions before you and the level gap between you and him is higher than you Vs here. Plus his alakazam. He's the only champ I had to rematch. Got close with Cynthia tho
Blue was smart saving up all his rare candies he gathered through out his journey. Then use them all at once on his starter to boost an easy 10-15 lvls for the elite four fights.
Gotta give a shoutout to Silver from the Adventures manga. He's never really lost a battle and is the most accomplished trainer of all the PokeDex holders (one of the few to get all gym badges in a region, mastered training faster than all other characters, never lost to Gold).
Silver and Platinum are probably the most accomplished of all the Dex holders aside from Red. I'm pretty sure they're the only ones to beat all the gym leaders in a region and almost never lose a battle.
Gotta hand it to Blue……he always changes the Pokémon he uses. In some games, he uses Aerodactyl. Other times, he uses Pidgeot. And sometimes, even a Tyranitar. You regardless of how many Pokémon you know he used before, you almost never know what team he’ll make with them.
If you go by scaling, he’s the only rival to beat a champion-level trainer in Lance. Lance who gave Leon a difficult fight. And he shows up in the PWT alongside trainers like Cynthia and Steven and Red. So yes absolutely, and any argument about Gen 1 AI and move sets is corrected by his appearance in future games. He’s levels above any other rival.
The first time I beat him was where all of my pokemon are exhausted and I have only two pokemon that can take him down. They were level 52 and 54. I then beat him 36 more times after that
Y’all remember the 2nd fight against Blue where he pulled out Pidgey and that thing absolutely spammed sand attack? If you didn’t put that thing in the dirt quick, you were fighting a battle of attrition and you still had to beat his starter afterwards.

In my opinion, Blue is not overrated. He is the strongest rival because from a story perspective, he defeated the elite 4 to become champion. He also replaced the 8th gym leader in Kanto in Gold,Silver, and Crystal as well as the remakes. Wally did not do that. Sure he has a mega Gallade with all Pokemon holding items and complete moveset, but Blue also has a complete team. His moveset for his champion team in Red and Blue were horrible, but as Yellow and later games updated their moves, Blue got better. You also forgot to mention that at the end of Sun and Moon, you get to challenge both Red and Blue at the battle tree. Blue also has a mega Pokemon, in lets go, Mega Charizard Y. In my opinion, he was a well written character is Ash's development. In the beginning when Ash was weak as a trainer before he earned all 8 gym badges, Gary was strong. At the end oh the Johto series, he won against Gary, so after Ash explored Johto to beat the gym leaders, he became stronger compared to his Pallet Town kanto adventures. Gary and Blue are in my opinion cool characters.
Lance was that GUY before Blue/Gary beat him. Now he’s like a punching bag…. In the anime he’s just around to be some guy who’s supposed to be good but really just loses now a days….
I feel like Blue is still the strongest rival (aside from the one fight with May/Brandon in RSE by Cycling Road). Silver, Cheren, N, Hugh, and Gladion are more important in terms of thematics than actually being a threat. I’d say that maybe Bede would be the closest we’ve gotten to Blue. But he’s hindered by only having on type in his team. The only rival that I would consider to be more powerful than Blue across all media would be Paul. We all pretend that Tobias doesn’t exist…
Also you have to remember that there are At least 3 different blues, the mega and non megas timeline blue as well as the let's go and potentially Sword and shield blue

From my experience, it depends on what you define as strongest. In lore, 100% with only Terry and MAYBE N if you count him as a rival as contenders ( since all 3 became champion or at least beat them ) As far as in game teams go, he's honestly really bad even assuming we use the remakes as opposed to red/blue they share alot of weakness ( to use your idea of strongest, he gets murdered by ice hard and frankly a water type murders half his team as most know ice moves and water kills 1/3 his team )
I'm tempted to analyze the teams for at least the final rival fight of each game. Specifically from an offensive standpoint and a defensive standpoint. I suspect that the former team is gonna be "walled" a lot more than the latter team, though the latter team almost certainly doesn't have as high a stat-distribution or as powerful moves. Pitting any rival against only one of these teams is gonna skew things, but I don't have the mental energy to check every rival's final team against two specific teams of mine. However, few of the Rivals end up also being the Champion. So, I would posit Blue post-League/as-champion as an independent analysis alongside potential "post-game" rival fights.
Yes he really is the most strongest and most iconic because he has a very powerful and diverse teamhe and one who becomes the champion of kanto and technically jhoto as well
