I've just tried to work it out, and I think it's multiple of 25 . It's a bit confusing, so I thought it was 7+13+7 and +1 for the turn, so I did 28 but had 3 chains left over, so that would make it multiples of 25 , I hope that helps .
From what I’m seeing one complete fan or shell has 13 stitches to begin with and there are 6 on each end of that row. I’m thinking the number needed to create a blanket would be up to you but in variables of 13+12. Does that makes sense? I’m starting to second guess myself. Lol!

I believe doing the two stitches and then only one at a time is to help create the fan affect. Like when you crochet two together to decrease.
