The working principle of the Hygrometer is to use two thermometers.
The first thermometer is used to measure ordinary air temperature and the second to measure saturated/humid air temperature (the bottom of the thermometer is covered with wet cloth/cotton).
The Dry Bulb Thermometer allows the mercury cylinder to be allowed to dry so it will measure the actual temperature of the air. Meanwhile, the Wet Bulb Thermometer makes the mercury tube moistened so that the temperature measured is the saturation point, namely; the temperature required for the water vapor to condense.
