In rapping - it's come to refer a chain of freestyles over one beat. Each rapper calls out the next person. Ciphers in general are obfuscated or methodically garbled messages but now it refers to the this phenomenon provided you spell it with a "y". Usually a big producer will come with the beat, give it to a rapper and start the chain.
