they just haven't gotten upgrades yet. They only switched here when the lottery was made legal. Crown Vic isn't that hard to keep going. Most departments have tool to straighten the frames and the engines run forever as long as you change the oil. They are very easy to work on and don't require constant replacement like all these new cars and SUVs they've been using lately.
I had a 2001 crown vic and used it for racing often, I only needed oil changes to keep it going strong. thinking about buying another one because of the low maintenance to maintain it. my Mazda sucks lol

Morbid responce, in this case I think he was definitely unconscious by the time he fell down. He may have been on drugs which could effect his adrenaline but there were too many injuries sustained at one time for that to have made much of a difference.
