Some HOA's are just plain out of control. Hopefully your state has an oversight mechanism in place so that ordinary citizens can fight back. Also be familiar with your state's laws. Ones that require certain documentary procedures for fines. Emails saying you're fined are often inadequate.
This is why I believe that HOA's should be Regulated at the Federal Level, so it doesn't matter where you are, the Rules, Regulations and Laws controlling what they can and can't do are the same... I also thing the Law should be changed so when an HOA/Condo Board gets out of Control and is eventually hammered flat by either the Government Regulators or a Home Owner through a Lawsuit, it's the Board Members themselves that pay all the Fines, Penalties and Judgements, NOT the HOA itself, they can NOT use the monies collected from the HOA Home Owners to pay for it, it MUST come from their PERSONAL Bank Accounts. If that requires them to sell their homes and/or vehicles to pay up, so be it...sucks to be them and maybe next time, they'll think very carefully before running for a Board Position again... Another thing that should be required by Law is a yearly Financial Audit of the HOA Books by a third party Accounting Firm (no connection to either the State IRS or the HOA Board) paid for by the HOA but scheduled by the State IRS (to guarantee it actually happens, because if it's up to the HOA Board to schedule them, a Crooked Board would simply fail to do it)...
HOA board members should be personally responsible for all legal fees (both HOA and homeowner) for any lawsuit they file and lose, and if the Judge agrees, when a homeowner and the HOA loses.
*Last Story:* My parents live in an HOA consisting of...four households. My father is the president, which in practical terms means jack squat. Because the HOA has no actual charter, no rules, and no power. I have no idea why this HOA was even created since their house was the first of three built on a previously empty lot with the fourth house being one that's been around since the Seventies at least. But if I ever have to purchase property in an HOA, I pray it's as informal and casual as my parents'.

Quite a few years ago hen we lived in Phoenix I was the Treasurer for our HOA (we didn’t have amenities - just some grass and electric for small lights). A gentleman (used loosely) had moved into a pre-owned home - his realtor told him he did t have to read the CC&Rs as they weren’t enforced (we did enforce them!!). So he wanted to put a satellite dish on his roof (it was back in the early 90s when these dishes were huge! These were strictly forbidden by the CC&Rs and he would h be known this if he had just read!!! (they could be installed in the yard on flat ground behind block walls). So he decided to sure the HOA and me personally. We went to court and he lost - big surprise. Oh, and he was behind his HOA fees for 5 years (from previous homeowner as he had a crappy realtor and didn’t tell him that either!!! We now live in NC and yep, have an HOA - but haven’t had a single problem with them even though we do have all,kinds of great amenities including a pool, basketball/tennis courts, etc. would I choose to live in one - h##l no!! But it’s almost impossible not to as about all new housing is in one for at least the last 20+ years! Big bummer!!!!!!!
Amen to your admonition to pay attention to the HOA elections! I was on my board for three years after a successful effort to send the Karenco board, that preceded me, packing. Ultimately, it is involvement in HOA affairs, BY THE MEMBERS, that curtail the horror stories!

Relatively safe because it would attract other animals, some may try to eat said turtle. Add a decent screen around and above the pool would take care of the potential predators.
Same here. Most people know that natural water doesn't have any pool chemicals in it, so the turtle should never have been in the pool in the first place. That groundskeeper could be fired for negligence of customer property, and misuse of same. The green algae bloom also has a toxic discharge, and the water becomes anoxic, which creates hydrogen sulfide gas bubbles under the surface. If a pond or pool smells like rotten eggs, RUN AWAY!!!
Unless it's a Classic or Collector's Model, once you throw a rod in an older car, it's usually cheaper to replace the engine instead of trying to fix it...ESPECIALLY if the rod cracked the block on it's way out of the cylinder... A salt water pool produces it's own chlorine, & you STILL have to add chemicals sych as alkalinity & acid for the PH levels. So there are still chemicals even in a salt water pool lol

Rather than build a new bureaucracy for HoAs, just amend the law so the HoA _only_ had authority over maintenance of common elements, no longer has any authority to levy fines or file liens, and change things so any homeowner in the HoA has the right to withdraw from the HoA, cognizant that they will need to either hire their own maintenance, or pay the HoA for what services they need. They'd have to show that the fees were no different than those for HoA members, or maybe a nominal amount over that to present an incentive to join, and other truly changes that limit the HoA to what it was intended to be: a group that volunteers to administrate common element maintenance, and if necessary, hiring a maintenance company. They have far too much power. The law needs to change so an HoA cannot operate as a tiny little government, by controlling non-common areas of the neighborhood.
