Typically, yes. Really depends on what you have connected. If it's really heavy in amps/volts say like a heater, maybe not as they draw a lot of current. If you're talking about Christmas lights, a lamp, etc. probably fine.
There is circuitry in the bulb to connect over WiFi, yes. Make sure the power to the lamp is on at all times and let the switch in the bulb turn the lamp on/off. Hope that helps!

My Alexa is first gen, and it was talking but has been upluged for months.
I have several 1st Gen Dots and they still work just fine. The setup instructions shown here are the same, just incase you need them.
