- Iran has asked the US to stay away from the Persian Gulf, saying it will ensure regional maritime safety in cooperation with neighbouring countries. Iran’s warning comes within days of the US Navy’s Fifth Fleet commander transiting through the Strait of Hormuz in a guided-missile destroyer. The top US naval officer was joined by French and British navy commanders, in a move meant to display a unified stance on protecting the waterway. Now, the Islamic Revolution Guards Corps’ Navy chief, Rear Admiral Alireza Tangsiri has lashed out at western military presence in the Persian Gulf.

The Straight of Hormuz is by maritime law, an international WATERWAY, not international waters, different rules, plus , because of it's narrow width, the shipping lanes are in Iran's territorial waters, please look at a map.
Also, the Iranians have opened fire on the US and maintained it for four and half hours in the Ain al Assad Airbase, without any responds from the US, during or after the attack, so they are not worried about what you say!

But, Iran or Russian naval vessel have no capacity or capabilities to travel around these oceans. With the exception of Cuba, Venezuela and maybe Nicaragua are the only countries in this region that the Iranians and Russians navy can and could have a port of call.
