fairly certain its just the necronomicon acid , which dissolves bodies into itself, creating more of the liquid but increasing its cost on the person who summoned it. Think of it as summoning a demon to do your bidding, once the demon is done you have to pay. Since no one knows the original deal, no one knows the outcome. If no one summoned it then humanity must pay the price.
