Mostly like boxing, where the mat judges all have to agree on a blow to the head or trunk. But if a fighter lands a spinning heel kick to the head, that's 4 points. The World Taekwondo Federation would have the scoring rules on its website.

Electronic sensors on hogu (chest guard). When foot makes sufficient contact and power, the sensors register a score. Rules/scoring have since changed.

Isn't that the point? Your legs are longer than your arms, so you can reach them while keeping a distance. Plus kicks are typically stronger than punches.
