Not tumblers, but pins. Otherwise yes, it's a wooden pin and tumbler lock. Willing to bet you could "pick" it without knowing the solution by holding down the button when you pulled out the buildings and feel them click in.
I also love that without the shadow perspective, you can still tell the order of heights for 4 of the buildings. From the back: far left has the door, second one in has the darkesttop so is the lowest, far right has a door, second from the right has a helipad so is the highest, then the middle is the last to be figured out. I wonder if there was a clue for the middle also like the other four.

This is almost like one of those stone puzzles you see in a movie where you can only figure out the puzzle on a certain day when a shadow is cast at a certain time. Pretty awesome
probably my favorite puzzle box ive ever seen, just super unique and cool and once you understand it, it will be an amazing feeling. just a really clever but not necessarily impossible box to open
That's the kind of puzzles I like, it's got guided precision and intelligence, doesn't treat you as stupid or incapable, but still you don't have to guess or stumble by chance on the answer

can you hold the button in and try position the scrapers until they clicks in place?
So, the buildings are like tumblers in a lock, and the shadow on the box is your clue for how to arrange the tumblers. Simple, but clever.
which means you should be able to «pick» it by putting tension on the button and finding the set for each tumbler in turn
