The change to the lighting and the way the shaders function (they didn't just crank up the metallic, they turned on the specular which was not used at all in the old lighting system - this is why Lizard looks shiny now), taken along with the dynamic animated background for the Spotlight raids (as opposed to the looping animated backgrounds used previously) is only worth Scopely's time from a bottom line perspective, if it is necessary for the game. What have they been talking about for a while now? Battleworld. They have changed the code, not only to look better, but as you mentioned to work better, because its the base for a new game mode, which will definitely effect the game's bottom line.
They have slowly been doing a complete overhaul of pretty much everything this past year. They are really trying to soft reboot the game to make it more viable in every way possible for the long haul.

It's running right now. In the current version, it looks like it's slowly rolling out to different people. I don't think it hit ios yet.
