I think air mode might be cooked. Players have been playing tanks and ships so long before air. I don't think there's enough players to go around between the 3 modes. My games look the same bot wise and I'm at tier 4.
I recommend you to buy H 111 He - 16 German bombers. You can easily take out 2 bases with a single bomb load (16 bombs can easily destroy a base). You can also take out the main base with 4 bombs.
