Ultra Juggernaut splits when its 50% and 100% "exhausted" which for most projectiles means 50% and 100% pierce depleted. But some projectiles can become exhausted via different conditions, for example Pineapple Bomb, Box Trap, and Wall of Flame are treated as "exhausted" when they reach their target location, resulting in its smaller counterparts spawning the moment they're placed and are simply clumped as they have no further behaviors to move them.

Edit: also because the mod makes the first projectile it shoots bigger, so naturally it would have larger radius

A lot of the reason for lag is in the amount of calculations happening for damage, rather than particles or anything else.
When calcing the damage, you are doing the same calculation for EVERY projectile and thus you end up with scaling lag problems the more damaging effects are being applied to the bloons.
This also explains the ending, as it was calcing 6x damage against one target rather than calcing 6x damage against 10-20 targets
