Side B, Track no. 1 from the 1966 Leo the Lion / MGM Records LP: "The Official Adventures of Batman and Robin" (CH-1019). These records were released as a means to cash in on the Batmania craze started by the campy TV series the same year.
Some may recognize Jackson Beck's (narrator) voice from Popeye (Bluto), Filmation's "The New Adventures of Superman" (narrator, 1966), "G.I. Joe: A Real American Hero" (narrator - intro sequence, 1980s), and many other TV series and films.

Let the Penguin near umbrellas? The Parole Board must be stupid or corrupt or both.
I would not trust him near a poncho.
