If I understand your question. There's no simple answer to that. Each Game through STEAM could have a different path. I.E. Some might be here ... (on the Drive Installed) steam games > steamapps > common > (Game) Some may have a unique path .. I.E. Documents > (producer) > (Game) > (more folder options) And some might be here ... (Drive Windows is on) My Games > (game) > (more Folder options) Without knowing what Game, and then me digging around I can't say. Even then it's a safe bet that from creator to creator they may have proprietary extensions. Or be in some type of .cat file that would require an editor to unpack it.

I'm not sure I understand, but if you are trying to make Notepad (or any APP) the default Application to manipulate the ini files, start here ... support.microsoft.com/en-us/windows/change-default-programs-in-windows-e5d82cad-17d1-c53b-3505-f10a32e1894d#Overview for instructions on how to do that. You can also go to the list of APPs on your computer and right click on NotePad and select MORE and run as administrator. From there select the file you want to open it may ask you then if you want to use NotePad as the default APP for that file type. Running NotePad as Admin also allows you to save as ini, just type the .ini file extension. Most common issues when dealing with ini files are with Windows 10, Windows 7 just opened them and manipulated them, no hassle. Windows 11 went back to a less intrusive file handling regime. If none of this pertains to your situation elaborate more and I'll try and help as I can, if I cannot ... I know where to go to get the knowledge, or file editors required to manipulate most any kind of file.

Manually give it the .ini file extension if needed. If for some reason you have to, you can run Notepad as an Admin and save as an ini,

How to create pip.ini file manually
If you run Notepad as the Admin (see @ 3:28 ), you should be able to create, and or, name a file pip.ini
after i saved ini file it was not ini anyomre it was text document. any solution?
If you have not tried it while running NotePad as Admin, try that and see if if will not take a re-name.
