My guess is that they were at the beach in San Diego. There's a major U.S. Navy base there, and the soldiers train on the beaches there all the time. People sit on the beach every year to watch the Navy SEAL tryouts lol.
There’s actually a mod to let you wear Viv’s outfits in the field and skyhold on a human female mage, all the upgrades and shit are the same, pretty cool imo. (I haven’t actually checked the “human” and “mage” being requirements but I just assume).
