There is no need to cut off the outlet port. The stem is easily removed. The port can also be capped with a 2" triclamp clamp, seal and cap.
It is also easy to get a bung that fits the outlet port so you can use an airlock. But as this example illustrates, you would probably be better off attaching a blow off tube.

I use a pressure washer with a zero spining tip it does the job of getting the yest and crud then I connect the hose to the water heater drainout and top them off I bought rubber block off at home depot I cap and wait till their cool dump I use two 4x4 about 2 ft long to hold my keg updide down to dry out then I prep them for the next batch ..... I overkill on the cleaning cause clenser does not break up 12mo old yeast stuck in the kegs walls and base I know this cause of an I told you so on a friend who had a budwiser keg sitting for years outside he even drank from it and pucked in front of me so I opened and cleand the keg at my place a GIANT GOLDEN BROWNISH GREENISH COLORED BUUGER THE SIZE OF MY HEAD MUCUS YUCKY THING CAME OUT IN PIECES... Disgusting ...
