    Very well explained but i would suggest its best not to give zakaat to non muslims until and unless you have no other money to give them and he or she is desperately needy and has no other way to get help from anywhere.
    If this is the situation then you may use the opinion of those scholars who allow it .
    Just like in all other juristic matters where muslims should have the choice to take the sound opinion of a scholar who might be solving the issue and take the easier route and not listen to those who say don't do fatwa shopping etc. because those people think they are following islam and not what suits them but when you see the sunnah Ayesha r.a had narrated that some problem arised in front of the prophet s.a.w he used to take the easier route .
    Don't forget those scholars who appear to give easier route to come out of a situation are not talking in vain ,they have their proofs as well .
    Having said this we should only chose the eaiser opinion when there is no way out and you are in a great dilemma when your conscience and the spirit of Islam tells you how can you have the money ( zakaat) and not help this person who needs it for hospital bills just because he happens to be non muslim ? All the while you know that there is no other funds to help.
    This opinion should only be used in rarest of the rare situations.

    The poor people of that area where zakat is collected deserve more to receive that zakat in my opinion.

      yes it is highly likely that most of the rich from the same region benefitted from the poor of the same region in some way or form, thus it is only fair that the zakat taken from them (the rich) be given to the poor of the same region

    Quran 9.60 speaks about sadaqa not zakath..

      because zakat is a specification of sadaqa. sadaqa is the general term because zakat is a form of sadaqa but sadaqa is not a form of zakat. Zakat is the mendatory part of sadaqa and than you have volontiers sadaqa where a nice word or an action can also be a sadaqa or eaven a thought... allah o a3lem = allah know best.

    He is misleading. Zakat can not be given to those who are fighting against Islam or disbeliever. Better to consult with your local authorities/Aalims.
    There are 8 categories zakat can be given. Fuqra and Masakeen are the 2 top priorities.
