When he says you're not suppose to do anything he means your intentions. We as men naturally see an attractive female we want to mate with her, and so any interactions we perpetuate has that feeling that intention. Men will go above and beyond just for the promise of sex and he's saying you need to eliminate that frame of mind. When he mentioned James Bond he meant that frame of mind. Bond represents an archetype, someone smooth and badass who gets women with no effort, no weird creepy intention of sex. It's the form of thinking you have that will manifest how you come off to people, especially the opposite sex.
