I am not a racing official, but those hypercars were obviously on slicks. Should have been a full course yellow, which would allow lead cars to slow down to set the pace for cars behind. You can't pass on a yellow, and would allow drivers to safely enter the pits, put on wet tires and not have $100K in damages done to the cars. I have seen this many times in F1 and other road course organizations where they just don't care.
The thing is that it happened almost instantly and only this part of the track was soaked, it was the 24h of Le Mans race, a big track. The other parts were at worse humid if not completely dry and that Glickenhaus and Ferrari were the first to enter the part, no one could have anticipated that.
