When you talk about (13:10) the 2 instances on the yearly chart where a bear outside bar formed, and how its unlikely to go down further because the close was above the open of the previous bar, if you look at around year 2000, we had a very similar instance: The bear candle closed above the previous bull open, and the low was above the close as well, yet it was follow by 2 strong bear candles.
