Those pellets (raw materials) are foaming together with blowing agent. The process you saw was pre-expanding phrase (1:01), with control temperature and pressure you will get controllable rage of materials.
They first pre-expanded and aging, thus the air will get into the raw material and make the shape stay. The gas will not "goes off" while EPS build enough strength for the space and enough time for reinforce. Those beads (resin) are by products from from oil, they are expanded polystyrene (EPS) and when they overheated, they return to PS.

Aging process will help raw materials filling enough air into it and air will not goes off if everything is right. Molding phase are second expand and mostly for shaping, we use our mold to shape those EPS. Not really, you should recycle them, they are recyclable. People do not recycle them because they are too cheap, not because they are not recyclable. The recycled Styrofoam (EPS) are able to make other useful thing such as cloth and building material.
