I think that’s from the End of the World level. The music reflects Tails’ mental state. (All 7 End of the World themes reflect the mental states of the characters one is playing as.) This level is the one in between the infamous stabbing scene and the scene where Sonic gets kissed back to life. The level apparently consists of the player assisting an assortment of Sonic’s friends and acquaintances to get chaos emeralds in hopes for a miracle.
I love the detail of the Sonic Advance 3 part where Sonic moved out of the way before Tails sat down. It felt like Sonic went “Oh, you need to sit down? One sec.” and then moved.

Funny enough, when I first played Sonic 2 when Tails did his idle animation I thought he was pointing to his open mouth telling the player that he was hungry but he was really yawning. It looked like he was saying that he was hungry though he's so cute!
