Balsam has a second water fill station down near the beach parking area. It's in a huge parking lot so you can go at it from either direction.

You should get a Zero G water hose and you can fill up from the opposite side.

We've been there and it's a great park except for the store that's just next to the park in a house. The guy running the place has a screw loose and always rude to the people. Hope you didn't shop there.
