By my experience, getting a skin is not hard. HOWEVER, getting a good skin will take a long time. Example, getting an evolved shiny is really hard. Skin rarities were added and makes things automatically harder to get. I've been trying for over an year to get an evolved skin and never succeeded in doing so. TL;DR: don't pity farm kids.
For context, rn getting skins is somewhat easier, not saying that its easy seeing how luck still plays a major factor, but back then before they buffed the Pity "charge", it was alot harder to get a skin, especially if your hunting for a specific skin for a specific stand, evolution skins being one of the harder skins to get.
My plan for getting a specific evolved skin you want: use an alt and farm it up (yes you'll need it if you want to try more stands out without losing skins or older stands) and farm until you get a large amount of pity. Farm the alt for the specific stand you want to evolve and ONLY use items on your main to evolve the stand, so it's guaranteed you get a skin for that stand. Might be a bad one sure, but it's better than a crappy aerosmith or sticky fingers skin.
It's actually pretty easy to get skins now. Since the pity saves now, you can just get +1% pity with max arrows and max Rokas. And after you get 2.5-2.9 pity, you can use req arrows to get req skins.
