Unlikely that anything the deeply mistrustful Soviet regime would put on its TV media would be worth concealing from the powerful in the west. Plus CIA/NSA spooks would have access to all that anyhow. So unlikely then that Tagar was "on the other side", as Oswald was thought by some. Assuming Tagar wanted the Russky frequencies, it was probably by virtue of his fruitcake/paranoia issues

Thats eerie similar to the “12 Monkeys” movie plot. I have the feeling that the CIA has a bunker somewhere with people born and raised as if they were in an apocaliptic future, so they can “send” people to the “past” to perform spying duties. Those subjects would be the perfect spies, as the only truth they can tell is that they come from the future and are tracked by chips, so are just labeled as crazy paranoids.

Fun Fact about Kenneth Schaeffer - those units in the photo of him are wireless guitar units, the type used in the '70s and 'early '80s by bands like AC/DC, Kiss, The Police, and many others you've heard of. Those wireless units would compress the signal of the guitar, giving the sound more power and presence, so much so that to this day, AC/DC still uses devices based on those units in the studio and their live show.

The frequency of any radio signal can never be a secret. You can find any frequency of any transmission with basic test equipment (spectrum analyser). The signal itself tells you its frequency, there is no way of hiding it. You can encrypt transmissions, that has nothing to do with the frequency however.

I think Kenneth's frequency is either 1000 MHz or 4 GHz.
Since the event occurred in 1986 and Kenneth used a satellite receiver instead of a regular TV antenna, it is likely the TV signal came from the Soviet Molniya satellite network. Conveniently, the Molniya orbit despite being designed for coverage for the Soviet Union, also provide a pretty decent coverage for the US (maybe not 24 hour coverage, but should be very close). However the satellite only broadcast the signal in narrow cone, to actually receive the signal, one would also have to hijack the satellite's telemetry signal and manipulate its the onboard transmitter. As the Molniya series satellites receive telemetry signal at 1000 MHz, and broadcast TV signal at around 3.4 to 4.1 GHz, the answer to the question must be either of the two.
This theory should also be fairly easy to verified by comparing the footage from the received TV program with the footage from the Soviet Orbita television network, as the only Soviet TV program broadcasting over satellite at the time is the Orbita television network.

The Soviet theory is highly unlikely. Espionage isn’t usually conducted thru random violent attacks, no spy would try to extract information in that way, it’s stupid on its face. Secondly, the Soviet’s would’ve set rhe frequency they broadcast at, there’s no reason for them to ask what is the frequency they are themselves broadcasting on.

They were mostly street muggers and were doing it for the sake of just causing havoc. I doubt any of them were a part or involved with Dan Rather’ incident. It was however believed by most detectives that there was a lot more to this story in NYC than revealed. Not that Mr. Rather knew anything about it, but the perpetrators did. I think it they, the detectives, were correct. Mistaken identity maybe. Who really knows besides the people who committed the assault?

For people curious about why Soviet TV broadcasts were difficult to receive, here's a snippet from a news article:
"A major obstacle was tracking the signals from the Soviet satellites. There are four, and the satellites are not stationary like American communication satellites; they orbit continually in a loop high above the earth. A programmed computer instructs the 11-foot dish antenna at Columbia to track the signals.
Other problems that were overcome included modifying the received video signals to accommodate the Russian color system (which, according to Mr. Schaffer, produces better color than the American) and decoding Soviet sound."

Cool photo of Game Theory (band) - their song is from the 'Lolita Nation' double LP - many fans consider that album a masterpiece - (also, they were passing acquaintances with REM, and REM's early producer, Mitch Easter, produced many Game Theory albums)..

What's crazier still is his story is basically the storyline from 12 Monkeys which didn't come out until 1995

Events and stories that inspire movies usually happen before the movies they inspire . It would be crazy if the movie came out before the news story.

Probably one of the most fascinating stories to come from the last 40 years. A case so curious and surreal that it was guaranteed to enter popular culture.
I actually stumbled upon this case randomly while browsing Wikipedia one day. I saw it and thought "Oh, so _that's_ where R.E.M. got the title of that one song from..."

The frequency is 605.142857 MHz, the center frequency of the CBS station there. Had Dan known that he could have simply told them, and he would have been on his merry way.

This is amazing. Awesome work investigating this stuff! It's fascinating and schizophrenia is unfortunately easy to diagnose and in situations like this, downplayed. I bet he could've lived a much better quality life if he got the help he needed and that poor kid could've finished living his own life. The story is interesting but went tragic for all involved (except rathers) real fast.
