Vader was like the founder’s kid in a family business. He could be shuffled around to different formal roles on a whim but everyone should have understood that his recommendations to the boss carry a lot more weight than theirs. Also, he can kill anyone who makes him mad with impunity.
I always thought that Vaders role in the empire was to hunt down both surviving Jedi who had survived order 66 along with anyone who resisted the Empire such as those in the Rebel Alliance and then either turn them to the Empires side or kill them if they refused to do so.
I feel like Vader's position/purpose within the empire was always dependent upon his favor with the emperor at that given moment in time. I vaguely recall in the comics Palpatine placing him under Commander Tagge for a time as punishment for failing to protect the death star. When not otherwise being shamed/demoted/humiliated, it always seemed like the Emperor had Vader serving whatever task best accomplished his grand machinations, titles be damned.
He was another darth maul. When something needed enforcement, sidious would call on vader to straighten things out. Vader kept fear fresh in people's minds

You’re thinking of Legends. This information is from canon. In canon, Bail thought Anakin had died on Mustafar, and didn’t know that Vader still lived until years later
