You're quite clearly the quicker driver, just down on power big time. Did well to hold on to his draft and challenge at the end (and avoid the brake testing...).
As someone pointed out on reddit, from 9:21 onwards you see the best example of the power deficit "At 9:25, you get a slightly better entry & exit, get on the power at almost exactly the same time (maybe a fraction of a second later). You're holding the distance with him from the apex until just before the track-out when he noticeably starts pulling away. The exact same thing happens at the final corner at 9:43. Better entry, better exit, getting on the power at almost the exact same time, and noticeably starts pulling away about a second after you leave the apex. There is no other explanation for him to start pulling away all of a sudden. They've both been flat for at least half a second by that point. Plus, as someone else said, you're clearly faster through the corners, so if there was no power advantage you'd be able to slipstream past him on the straights."
I saw that you sim race with iracing. What Iracing car most resembles the Formula Vee. I race Formula Vee in the US and am looking to work on some new tracks for 2017.

+DWB racing probably varies from country to country but I would imagine 16.
