I think in order to be effective there should be one rain well per acre in high rain areas and homeowners and farmers should be mandated to instal a rain water well.

Its better to dig like a well aprox 30 feet without assuming the water table. Fill it with Sand, boulders, broken bricks. Keep it open with grill so that no one fell into it. Potential Waterlogged areas will immediately be cleared as water gushed down quickly. 4 inch pipe will not cater the quick result and have multiple issues like chocked filters bla bla. Open well is the ultimate solution.

It's very good technology, however care should be take to ensure that it should not be built near the farm as all the chemical insecticides, fungicides and fertilizers will go into the underground water. This will contaminate the underground water which will be disastrous. Please be careful.

Multiple wells linked together and store rain water. Last well discharge into river or canal. - Singapore: Uses underground tunnel for Car Transportation. Same tunnel also use for flood water movement. Above methods Pakistan can use for flood management and water harvesting. Karachi and Lahore can be saved with this method.

No sir first sewerage water is treated in treatment plant and then this recycled water can be sent in ground.
