You can definitely c6 someone without having to spend money tho. You'd have to wait reruns and have to be diligently saving primos until each rerun. That's what I did for Zhongli. Now only waiting for his next rerun so I can c6 him
Yeah, it just takes a lot of time and people just find it easier to just pay and C6 the character. But, I totally agree that C6 is possible without money.
