I think it's more of Commodore Amiga creepy sample. I remember the sound like this was in some Amiga games' music, but I can't recall which ones, sorry. EDIT: Also, 4mat at least WAS making music for Commodore Amiga, so this is a big possibility of that
Its so weird listening to every different artist's chiptune music and how they contort sounds into something so unique. I love it.
