If you shoot the lock and the door doesn't open, fast travel to the nearest location, return and the entrance will be open. It's a weird glitch that happens every so often.

If your game glitches when shooting the locks and the doors don't open just go into the menu and restart to the checkpoint, mine did the same thing.
