Can someone tell me what is pi_i?
The fraction of time the state is at pi_i
or you can say the probability of the system being at state 'i' is pi_i.

Ok correct me if I am wrong P_i and Q_i are rates or arrival and departure.
pi_i is the probability of a state moving to the next state
1st statement is correct but 2nd statement isn't. you can say the probability of the system being at state 'i' is pi_i or what you have just said in the edited comment (The fraction of time the state is at i)
