They are not related. They MUST share the same ingredient to be family related.

If we remember that in the chapter where Wind Ancher Cookie was in the laboratory and shot with an arrow the cookie dough that was in the oven (or the thing where the cookie was) from that same cookie body the new body of Burning Spice Cookie was created, so my theory could be that Burning Spice Cookie was affected by Wind Ancher's arrow and maybe the light from it probably begins to affect him little by little. But well it's just a theory.
