The fact that he was speaking to law enforcement and telling them people can just steal $950 without being charged for anything.

He is frightened of his upcoming sentencing, I'm guessing. He wants to try to prove that he cares about smaller towns but if so, let the people that were outside come in.
I'm guessing there wasn't a place he could afford. That's not meant to be a joke or satirical; he's been charged up front from a lot of places as word had gotten out about his campaign not paying for many places he's held rallies. It's a huge cost for any city to have massive security, reroute traffic for an entire day, clean up after the mass of people waiting all day behind barricades.
Asheville, NC is a great example. He could have had a much larger venue there but he wouldn't pay for it so. . .🤷🏻♀️
And he's got a huge base in the surrounding cities (not Asheville itself, it's a very liberal city) so he could have held it somewhere else but wanted a nearby airport I guess. Traffic was a snarl for everyone and half of downtown was blocked off. Locals weren't pleased and had signs up in the windows telling him where he could go (ahem). By the time his fans got inside they were ready to fight. You can look at photos from the crowd, so many scowls, armed crossed, because they knew Asheville wasn't pleased.
Anyway, my point is I think he went to a large garage in Howell with police because it was easy, small, and most especially, welcoming and free.
He spent a wild amount of time in this speech talking pure doom. "You can't walk across the street to get a loaf of bread without getting shot, getting raped, you've all seen it, I've seen it. . ."

He's telling the police there that Kamala Harris is a communist and anti police. "Her pro crime anti police record" is a bizarre way to describe an attorney, a district attorney, a governor, a vice president, and now presidential nominee.
