Essentially the astronomer has loved the moon since he was a child, and built the observatory when he grew up so he could look at it better. Now the moon is falling, and he's just resigned himself to his fate. He lets the children of the town and their "Secret society" use his observatory as a base so they can at least be happy before they all die. it's a really sad backstory, and all from a game released a very long time ago.
