According to sunni believe khilafah is the public institution, i.e people will decide their khalifa after prophet and so abu bakr was elected in the ground of sakhifa by some rich arabs. So clearly Allah has not given him the authority. Now the question, what is allah's plan? answer just like soleman was descendant of Daud ( as) hazrat isa as descendant of imran, hazrat haroon as descendant of hazrat moosa. Hazrat ali is declared descendant of prophet mohammad ( pbuh). just like bani israel rejected haroon as descendant of moosa and gathered in the ground and selected a gold calf as their caliph, muslims did the same and choose abu bakr as caliph.
