I was at level 42 when I defeated Team Rocket, at Goldenrod City. I remember it being tough to beat since I caught some Stantlers, gligars, and phanpies on route 32 upgraded them and used them to defeat team rocket but using pokemon from Union Cave S would be easier to upgrade.

Capture Noctowls,machamp,furret from union cave s and star them up then you can deal with team rocket
