I seem to be confused on when one of the ATK pieces is obtained. I see three of the locations, but I'm not sure where the fourth one is in the video.
The last ATK is obtained by defeating Raiden. So yes, you can only have ATK +3 on New Game while ATK +4 only available for NG+
