Technically Ghosts are not inhabitants of Hell naturally, they are normally found in purgatory/limbo, so one being in Hell probably means it snuck through a portal on it's on, in which case there is probably something that needs to be done about about it. Client Giving Birth in hell? Yeaaaaaaaaah pretty sure that is a form of torture to someone, or there are female occupants in hell just as horny as Angel Dust and Stolas who NEED to do it constantly.
