Yea it was upgraded from a regular state road at some point and never built out to full highway standards. It's also hard and very costly to do in this area of the country. Maybe at some point they will, but I have some doubt because generally no new highways are to be built through the Alps.
Switzerland is a beautiful country and I hope to visit it someday. As for this road, I was also surprised when I first watched a video showing how this road looks like, because on some car maps it is marked as a normal highway ... and it is unlikely that it will ever be.
In such a dramatic landscape you can only feel small as a human being and stand in awe at nature 👍

I think the southern-bound is pretty awesome due to that massive drop in altitude, stunning views!
For me this highway is very dangerous because it hasn't the emergency lane and it's very dangerous overcome in the mountain stretch

Yes it would be incredibly expensive to build this out to full profile. Not sure if the traffic amounts of the summer would justify it.
