I think mob spawning is different in new versions of Minecraft.I also encountered that effiency of mob spawners and mob farms suddenly decreased in my worlds, I would suggest building a new mob spawner , there might be tutorial on youtube. Make sure that the version you are currently playing matches the youtube video. Hope this helps

The reason is all the animals you have in your pen are taking up the mod cap
If you kill the animals or put your simulation distance down
