    There's quite a number of scenic lifts there, I remember seeing that the ones opposite each other are express.

    The reason why this lift doesn't serve level 1 is quite interesting:
    When this place first opened around 1999, it had just a few shops on B1 along with the office towers. Back then the main way to enter would be to take the escalator outside to level 2 before heading to the lift lobbies. Level 1 entry was an option but not as easy I guess.
    Then after renovation where they built a mall below the tower, level 1 became the main entry point. As this lift didn't serve the main floor and was thus less desirable and less likely to be used, it got to stay completely original, unlike the other lifts in the lobby.
    However, in the North Lobby the lift that doesn't serve 1 wasn't so lucky and also got refurbished.

    Level 1 isn't locked, it's just not served by this one. The other 4 lifts serve it.

      But can they access Level 1, or locked

      @@TRANSLASLionsCityInnovia Yes they can. This one doesn't serve 1 at all, if you go down there it's just an empty wall and it always has been.
      The 3 non-scenic ones also serve the basements.
