Full Blast is not a separate attack, it's an alteration effect on the Optic Blast attack. The way to tell is the word "additional". The result is a single attack that does 11 damage and overkill.
Thanks for talking about the deck. I know Hulk is a weird choice because he breaks Utopia for the two rounds that he's in, but it's worth it to block two villain attacks to give you space to build. But this is also a super cool series. It's great to see a deep dive for new players to dive in with.
My favorite card for Cyclops is Priority Target (the upgrade that lets you draw 2 cards when you defeat the attached minion). Whenever I'm in Alter-Ego with a minion in play, I always grab that card to set up the extra card draw.
I've found Cyclops to be strong in all five aspects; however, I tend to favor Leadership because the Support Uncanny X-men just allows you to bring in those allies so cheaply.
