As cops are apt to "exaggerate" to suit their narrative, was the person really in the "middle" of the roadway. Or, was he on the side of the road where he was supposed to be? I live in a rural area, and go running facing traffic (left side), on the side of the road which is legal (no sidewalks here). I have been stopped by cops claiming I was in the middle of the road, which was not true. It is possible that the prosecutor saw dash cam video that would have made a "middle of the road" claim problematic in court.

Probably. That’s bad articulation and may not be truthful. The justification for contact should be articulated correctly. Possibly “in the middle of the lane” instead of the road. “Not on the shoulder” may be more accurate.

Would a seizure occur if a motor vehicle is stopped at the side of the road and a squad pulls up behind it with red/blues, where the squad lighting system is capable of illuminating only to the rear, but the officer also activates the forward facing red/blues?
