The reason the electricity effects are there is because, during the fight, Sasuke clouds himself in a cloak of lightning chakra so he could keep up with Naruto's speed (he kinda stole that play out of The Fourth Raikage's book)
That's what I thought initially until I saw the giant shurikan. In the boruto fights, sasuke uses a shadow shurikan jutsu, then uses lightning style with it
