Driving in Mexico and the whole way to Costa Rica is safe. The Mexico roads are the best, but everywhere else just rougher, steeper, twister and slower driving. Just make sure you have good tires and ideally a full size spare tire, a tire repair kit and compressor.
In our experience (after spending several months traveling in Mexico) it is very safe. Cartel road blocks are more a thing of the past and their business is not with tourists. There are military check points but they are nothing to worry about. Just routine check stops. It is possible to encounter police looking for a bribe (but no common). Obey the rules of the road and don't give police a reason to pull you over. If you are asked to pay a "fine" insist on doing so at the nearest police station.
